I believe the term "TRUE" is used to state that the laser pointer actually reaches its power output. This is just another term and has no technical meaning.
Have you checked out They have offer lower prices than many laser retailers but offer very high quality products.
The difference is that The "True" Lasers uses a New-Wish diode, which usually makes the output closer to the mW-output. With the 5mW laser, it make much difference at all, because both versions are really 5mW or more, but a True 100mW laser would be much more powerful than a regular 100mW laser. (Note that none of these lasers are really 100mW, dealextreme usually sells underpowered lasers.)
